1. WHO I AM — I AM NOT A POLITICIAN, I AM CALLED TO SERVE*
My name is Lusanda Nonkasa. I am a mother, an administrator, an entrepreneur, and Treasurer General of the Kingdom Covenant Democratic Party, the KCDP.
Our Party’s vision is to raise Champions for Divine Deployment. Our mission is to build a listening State that responds to the real needs of the people. Our motto: “Your Kingdom come, Your Will be done on Earth as it is in Heaven.” Our values: Love, Forgiveness, Accountability, Ubuntu, Unity. Our slogan: Called to Serve.
I am not running for position. I am responding to a call.
2.. WHY JOHANNESBURG NEEDS A LEADER LIKE ME
Johannesburg does not need another loud politician. It needs a mother who knows how to stretch a rand, an administrator who knows how to run systems, and a treasurer who knows how to guard resources.
I have spent years in administration, human resources, data management and business. As TG of KCDP, my job is to guard what has been entrusted to us with discipline and accountability.
That is what Joburg is missing — not money, but discipline. Not plans, but a mother who will make sure the lights work, the water runs, and gogo gets her service with dignity.
3. WHAT I SAW TODAY IN ORANGE FARM — WHY THE ELDERLY ARE MY COMPASS*
Today I visited Orange Farm. I sat with two mothers — one is 103 years old she can not speak, but her smile warms your heart, the other is 89 years old and prayed with them, one had a birthday last weekend and I promised her that when I visit, I will bring the cake and I fulfilled my promise to her
At 103, gogo should not be worrying of water will come today. At 89, she should not be walking in the dark because streetlights have been dead for months.
When basic services fail, it is our elders who suffer first. It is the child who cannot study because there is no light. It is the professional who cannot work because the sewer is overflowing in the street.
If we cannot serve a 103-year-old with dignity, we have failed as a City. That is why my administration will budget with elders in mind — equitable budgeting, not equal. Orange Farm, Ivory Park, Diepsloot, Eldorado Park — historically neglected areas will be first in the queue, not last.
4. SERVICE DELIVERY — BRING BACK THE BASICS, WITH DIGNITY
I will not promise miracles. I will promise basics done well.
Water and electricity: City Power and Johannesburg Water are failing because of ageing infrastructure and poor administration. We will fix administration first — accurate metering so you are billed correctly, rapid response teams for leaks and faults, and daily ring-fencing of what we collect so we can pay Eskom and Rand Water and keep the lights on.
Potholes and roads: We will introduce a 48-hour response standard in each region and publish a weekly maintenance schedule — planned, costed, and tracked — so you know when your street is due.
Refuse and sewage: Weekly collection is non-negotiable. Failing contractors will face consequence management. Each region will have a dedicated sewage team.
And every complaint will get a reference number and feedback within 72 hours. No more calling for months with no answer.
5. SCHOOLS, COMMUNITIES AND PROFESSIONALS — I UNDERSTAND THE PAIN*
I have listened to teachers whose schools have no water for days. To nurses whose clinics have no lights. To professionals in the CBD whose businesses are flooded with sewage.
A City that cannot provide water to a school is stealing a child’s future. A City that cannot keep the lights on is killing small business.
My approach is simple: services must follow people, not politics. Schools, clinics, parks, libraries — these are not luxuries. They are where community lives. We will rehabilitate them per ward with dedicated budgets, because a safe park keeps a child away from drugs, and a working library builds the next engineer.
6. JOBS AND ECONOMIC DIGNITY
Unemployment is not a statistic to me. It is a young person sitting at home with a qualification.
We will create a central City of Johannesburg Skills Database linking our TVETs, universities and EPWP beneficiaries to real opportunities and structured internships. Employment will be competency-based — what you can do, not who you know.
For small businesses and street traders — you are the economy. We will formalize trading zones with water, lights and security, and enforce 30-day payment for SMMEs who do work for the City. Licensing will be cut to 14 days.
For investors — we will bring back certainty. Predictable approvals, clean governance, and active promotion of Joburg as a city of tourism, events and innovation.
7. HOUSING — A TITLE DEED IS ECONOMIC FREEDOM
We will clean the housing waiting list — remove duplicates through data verification — and accelerate the issuing of title deeds. A title deed is not just paper; it is collateral, it is dignity, it is economic empowerment.
For our brothers and sisters in informal settlements — we will not wait for perfect houses to give you dignity. Interim basic services — water, sanitation, refuse removal and lighting — will be provided while we work on formal upgrading with dignity.
8. CARING FOR THE VULNERABLE
We will build a credible indigent register through door-to-door verification, so free basic services go to those who truly need them — our gogos, our persons with disabilities, our unemployed youth.
Service points will be disability-friendly. And our elders will be treated with respect, not made to queue for hours.
9. CRIME, SAFETY AND GENDER-BASED VIOLENCE
Safety is a basic service.
We will strengthen JMPD, support Community Policing Forums, and integrate CCTV and joint operations with SAPS.
We will systematically repair streetlights — with solar alternatives in hotspots — because a dark street is an invitation to crime. We will enforce by-laws and scrapyard regulations to fight infrastructure theft.
And on Gender-Based Violence — as a woman, this is personal. A GBV response desk will be in every regional office and clinic, linked to safe houses, safe transport routes and better lighting. There will be zero tolerance for any City official implicated in GBV or corruption.
10. CORRUPTION, ACCOUNTABILITY AND MY FIRST 100 DAYS
You asked if I will publish reports. Yes. Every month, we will publish a simple financial dashboard. Every quarter, a service delivery dashboard. Not 200-page PDFs full of jargon — simple numbers: How much we collected, how much debt we paid, how many streetlights we fixed.
As TG, I will prevent corruption by separating duties, enforcing declaration of interests, conducting lifestyle audits for senior managers, and establishing an independent whistleblower line that reports directly to Council.
If there is misconduct — immediate precautionary suspension, swift discipline, referral to SIU where needed, and blacklisting of corrupt contractors. Every time.
*My first 100 days as your Mayor:*
Day 1-7: Establish a Revenue and Service War Room chaired by the Mayor herself.
Day 8-30: Full audit of finances, debtor’s book and valuation roll — so we know the truth.
Day 31-100: City-wide Service Delivery Blitz — water, lights, potholes, refuse — starting with Orange Farm, Ivory Park, Diepsloot and Eldorado Park.
If I fail to deliver? Hold me to my numbers. If I do not improve collection and reduce debt as I have committed, I will call a public accountability forum myself and subject myself to Council processes.
Because for me, service is a covenant, not a career.
I am Lusanda Nonkasa. Treasurer General of KCDP. Mayoral Candidate for the City of Johannesburg. Called to Serve. For Good Governance.
